February Update


February began like most winter months with snow and colder temperatures. Penrose received over 10 inches of snow during the first week of the month. However, the balance of February gave us temperatures in the 70’s and several storms that came through did not provide Penrose with any precipitation.

The staff has been busy cleaning the canals preparing for irrigation season. Due to significant rain received last year, removal of tree growth along the cement canals is one of the main priorities.

The 2016 Annual Shareholders meeting was held on Saturday February 27th at the Penrose Elementary School. There was a total of 65% of the shareholders represented at the meeting either in person or through proxy. Speakers at the meeting included, Gary Ratkovich, Beaver Park Water Inc. Board of Directors President; Charlotte Norman, President of the Board of Directors with Penrose Water District; Dale Carroll, Assistant Manager of Penrose Water District; Tom Lilze, Beaver Park Water, Inc. Superintendent and Rick Romano with NRCS. Minutes from 2015 meeting were read and accepted and the budget for 2016 was approved. Incumbent Board Members; Butch Miller and Interim Board Member Justin Jenkins ran unopposed.  A motion was made, seconded and unanimously approved to dispense with a ballot vote and accept both members to continue for another 3 year term.

Statements for the 2016 assessments have been mailed out. Assessments are due April 1, 2016. Those shareholders wishing to pay assessments in two parts may do so providing the 1st half is paid by April 1st and the 2nd half is paid by August 1st. Additionally there will be a $10.00 administrative fee added to the assessment for this service. Accounts not paid will not be eligible to receive irrigation water. Those leasing shares will not be able to take advantage of the two part pay process. All leased shares must be paid by April 1st, 2016.

We have a significant amount of new shareholders this year, please be mindful that all processes may not be known. Be a good neighbor and assist them whenever possible. Remember all shareholders are encouraged to come to the office for assistance and we encourage and welcome those shareholders to sign up for a tour of our system. It is an old and complicated system, and having good background knowledge of how it works will explain many questions that may come to mind.
